【乱弹】转我发表在漫画论坛上的帖子

我是新加坡国立大学计算机系的学生，一直以来，都是使用系里面提供的网络空间来做漫画分流下载。 

前几天收到系里面这么封信： 

Dear All SoC staff, students and users,
 
A new amended Copyright Act will take effect on Jan 1, 2005.
Please refer to http://www.newiplaws.org.sg. 

It will be a CRIMINAL offense for organizations or individuals to infringe a copyrighted work, eg using unlicensed or improperly licensed software, data, video, audio (MP3), graphics etc.

After an assessment by the court on a case-by-case basis, the criminal liability may be:
- 1st offence: fine max $20K and/or imprisonment max 6 months;
  2nd offence: fine max $50K and/or imprisonment max 3 years.

 It is our policy to comply with the laws and any license agreements entered. We have ensured that all intellectual-property works installed by us on any SoC equipment/service have proper licensing.
 

You are fully responsible to ensure that any software or intellectual-property work (eg s/w, MP3, video, game etc) which you have installed or used does not infringe any copyrighted work or its licensing terms and conditions.

Pls remove any illegal work promptly. 

We have been told that random audits will be carried out.

大概意思是说，2005年1月1日开始，新加坡新的版权法案生效。

任何个人使用盗版，或者是使用没有正确版权的电脑软件、数据、视频、音频（mp3）、图形等，属于刑事罪刑！首次触犯最高可以处以两万新币（差不多10万人民币）或者监禁六个月或者两者并施。第二次则是五万新币跟三年监禁。

继续使用系里面的电脑分流漫画的话……相信，我得每天求神拜佛说不要有人去举报我……弹指版、或者不是弹指版的漫画，版权是否有问题，我相信我就不用说了……

所以，在可望的将来，我都不会再做分流了……希望，论坛的上的所有朋友，都不是生活在新加坡这个小红点上吧……

有个案子不知道大家是否还记得或者知道……一个美国帅哥在新加坡的时候，把别人私家车给涂花了，被判鞭刑……当时的美国总统克林顿出来求情叫新加坡政府不要鞭打……最终，新加坡还是卖了克林顿的面子，本来要鞭六下，给改成四下了……

其实……倘若……中国的法律……如果能够跟新加坡一样严谨执行的话……

我相信，nickywin/comicer等网站不会有机会生存……但是，热爱nickwyin/comicer的中国朋友们，我觉得，我们的生活，是会因此而变得更加美好的……
